Once you have the industry or specific companies that have affiliate programs you want to target, you have to build a web site.
Do not worry if you do not know HTML. You can outsource this part easily. You can hire local people with the required skills, you can purchase a website building tool and learn how to use it (many of these are push button so you do not have to learn coding), or you can hire someone online using popular sites like Rent a Coder or Elance.
Do not get too much up in this stage. Web design is not the primary reason anyone makes big affiliate marketing money; it's just a vehicle that you need to pull traffic to.

The fastest way to get a lot of qualified – and free – traffic to your site is via article marketing. Articles, like the one you are reading now, get indexed quickly in the search engines and if you are writing on good keywords, you can pull in traffic within weeks or days.
If you dedicate yourself to consistently writing articles, you can make consistent sales. Try it and see for yourself.
In addition, if you happen to be promoting affiliate programs that pay lifetime income, where you effectively gain ownership of the customer, you are actually building an asset that will throw off long term passive income.
